Should /ignore be character or account?

If someone is ****** as person than I do not want to hear any of his characters.
Please make this available.
I have run into people I argue with and they create new characters to harass me so account would take care of that.
I've also run into people that play multiple characters and spam chat with auctions or trades under one character. Cutting back on spam would help a single character block.
So spam for single, a-holes for accounts.
/ignore or /i <- for a character
and
/ignoreall or /iall <- for the entire account/person
You'd see thei character name above them and in the little window that comes up when you hover over them you can see a "@Dickhead" as an example and that is seen on all their characters.
Sure, the account gets banned after enough reports, but how long does that really take and how many alternate "fsadjklfsadjkl" have been made in that time frame to keep the spam going?
The ignore should be used if you just don't want to talk to somebody (for whatever reason - e.g. got into an argument).
Therefore, there should also be an option to whitelist a character again.
If it comes down to harassment, I'd rather like to have a /report function.
Or an advanced option in the customer service area.
Some people here might misuse an /ignore, when it actually should be a /report.
Harassment in online games shouldn't be taken lightly by "ignoring" the issue. The issue will just search for the next "target".
