As I said in the post you partially quoted, it is less about it being "a" tool (by definition, literally anything is a tool), and more about performing actions to match the tools on hand.
While every tool can be a hammer, a hammer isn't the tool for every job. As I ended the above post - if all you have is a hammer, stick to banging in nails.

The goal is that the UI is customizable enough for you to get the look you want without addons. But no, no addons, no macros, no mods. Not even DPS meters (either built-in or 3rd party).

There are different types of addons for a game. The type of addon that is usable in game (wich is stated that they don't want to have) and addons to the game that work outside of the game (eg player or guild information that is beeing pulled to use in for community building like discord servers etc)
The secondary addon type, wich requires api to pull information from the game might lead to out of game addons where you can easily flesh out your character to an extend far greater and more visible then will be achievalbe in game. At this time the current state of those API based addons is:

That's not an addon though. You're talking about an app that can draw data out of the game via API. You're incorrectly calling it an addon. An addon by definition is added to the game itself, hence the name.
But yes I'm interested in what API support they come up with. I know they're already planning their own sort of thing with their mobile app. I imagine they might piggy back on that to provide data to 3rd parties.
